Responsibilities

Our newest opportunity is for a talented Heavy Rail Maintenance Expert to join our team, based in Doha, Qatar.

This role is to to support development of the Heavy Rail maintenance strategy in terms of design review, planning, development, management of Client Service Delivery Department in relation to delivery of maintenance services for Heavy Rail project while developing & achieving standards & internal targets for safety, availability, and assets maintenance.

We envisage success in this role to include;

- Provides support for planning, development and implementation of policy and procedures for minimising the life cycle maintenance costs, maximising availability of facilities and systems, maximising reliability; optimize the maintainability and providing adequate protection for employees, facilities, equipment, and parts.
- Performs and validates the design review that allows the asset to be maintained with special focus on maintenance delivery strategy and processes, interfaces, and maintenance optimization.
- Meets Key Performance Indicators according to targets agreed with O&M Heavy Rail Senior Manager in areas of: Management of client and contractor interface, delivery of study reports on time, preparations for launch of service.
- Leads & participates in development and updating of maintenance operating procedures and instructions due to changes in maintenance strategy.
- Liaises with the Service Provider to ensure adequate interfaces within maintenance tasks relative to the Heavy Rail to ensure that the output of the Project delivery is in line with agreed maintenance strategy.
- Defines maintenance levels and requirements of assets related to the Heavy Rail.
- Coordinates and/or develops plans & processes to ensure infrastructure, trains and other Heavy Rail assets are safe for operations, which include development of engineering standards, controlling configuration of rail system, and delivery plans relating to planned and corrective maintenance, asset maintenance strategy, etc.
- Review and validated from maintenance perspective any Plan related to maintenance delivery including but not limited to: Depot Operations Plan, Emergency Responded Plan, Rescue Operation Plan, Fault Management Plan, etc.
- Liaise with the System team during the Design, Testing and Commissioning phases to ensure on behalf of the Client that the maintainability of the Heavy Rail aligns with best international practice.
- Ensures that environmental impacts arising from maintenance activities are properly managed and fully compliant with all the local legislation and Client policy. This includes storage of fuel & other materials, management of discharges from train washing plants, and minimising noise and vibration associated with maintenance activities.
- Captures & devises plans aimed at identifying risks associated with the design review from maintenance delivery and processes, interfaces, depo, rescue, and failure management.
- Complies with all Client CMS Policies and Standard Procedures.
- Provides a maintenance delivery strategy on potential tendering documents as requested.
- Performs and carries out other duties as instructed / directed management.
- Provides support to management regarding the resolution of complex issues, compliance issues and potential problems related to maintenance.

Requirements:

To be successful in this dynamic opportunity, we envision that your career journey to date will include 10 years of general maintenance management experience, prior experience of an operational railway in an maintenance discipline, partnered with Bachelor or Master degree in Engineering, Facilities or Operational management or other railway related area. Membership of Institute of Railway Operators or other relevant professional engineering associations desirable.

- Working knowledge of Maintenance Management System and depot operations.
- Thorough understanding of the rail systems basics such as Heavy Rail rolling stock, maintenance vehicles, depot management, signalling systems, traction power supply & distribution, platform screen doors, automatic fare collection, track and crossovers, control and communication systems and E&M systems, their functions and maintenance.
- Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
- Excellent analytical reasoning ability and capable of making decisions on complex matters;
- Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets;
- Thorough understanding of all aspects of safety issues related to railway operations.
