Job description / Role

Employment: Full Time

The Civil Engineering Advisor is responsible for supporting Asset Affairs contribution towards achieving the Ashghal mission and corporate objectives. This role has to provide expert advice and guidance to the DNO&M Manager and the Asset Affair’s Director in relation to the transformation of the Department to achieve Asset Maintenance best practices.

Strategic Responsibilities
• Advice, support and management of D&NOM Vision, Mission, Values and Strategic
• Direction as directed by D&NOM Manager and Asset Affairs’ Director.
• Interpret, explain and communicate relevance of applicable laws, rules and regulations affecting the D&NOM business.
• Ensure that highest standards of professional conduct, ethics and integrity are maintained during the execution of the responsibilities.
• Advise the DNO&M Manager and/or Asset Affairs’ Director by giving expert technical, strategic and financial business advice on all elements relating to the DNO&M business in Qatar
• Ensure Unit compliance with all processes and procedures relating to Enterprise Drainage
• Asset Management System (EDAMS), Enterprise Asset Management System (EAMS) and other DNOMD systems and processes and identity and discontinue redundant / duplicate activities.
• Advise or/and manage PMC(s) (as directed by D&NOM Manager and Asset Affairs’
• Director) to ensure all operational system and process risks are controlled, contract benefits are realized and all Governance and regulatory requirements are complied.
• Advise and evaluate corporate policy and programme practices, define problem areas develop and direct implementation of policy decisions and practices to improve D&NOM Department.
• Ensure, organize and channel appropriate activities within various Sections to ensure alignment and business transformation.
• Share relevant knowledge and experience, understand and communicate to others the various aims, concepts, principles and practices to deliver world class DNOMD services within the wider Corporate and Governmental framework.
• Attend Asset Affairs’ Executive Management and D&NOM Management Team Meetings, provide input and observation in relation to D&NOM activities and facilitate progress of issues raised.
• Undertake activities as assigned by the D&NOM Manager and Asset Affairs’ Director including attending or deputizing at meetings.
• Responsible for operational and maintenance delivery, water treatment, wastewater treatment functional.
• Ensure adherence to Health and Safety Procedures and all PWA policies, procedures and regulations.
• Lead, manage, guide and coach team members to deliver objectives and ensure they work safely and comply with PWA policies, procedures, and regulations.
• Collaborate with other Sections and Departments to undertake all activities necessary to achieve D&NOM KPIs by agreeing activities and outputs requested for team as directed by D&NOM Manager and Asset Affairs’ Director.
• Reviewing the risk assessment of assets with team and identify need and modification required to manage assets.
• Prepare, and provide regular and, where required, ad hoc reports to the D&NOM
• Manager, identify key trends and issues and proactively use information to take action or make recommendations for action.
• Ensure delivery of Department annual expenditure by undertaking work activities necessary to support DNO&M’s achievement of programme timescales and deliverables.
• Provide Asset needs and priorities both planning and Department policies & strategies
• Undertake activities as assigned by the DNO&M Manager including attending or representing the Manager in meetings
• Ensure adherence to Health and Safety Procedures and all company policies, procedures and regulations.

People Responsibilities
• Guide the Section's employees in executing their respective responsibilities towards the achievement of the Section's, and Ashghal’s overall goals.
• Engage in workforce planning and provide recommendations for hiring and exceptional promotions.
• Drive the engagement and satisfaction of all employees within the Section through holding periodic meetings to discuss the achievements and address any employee issues and / or concerns.
• Provide coaching, counselling, and feedback to section’s employees throughout the year
• Perform the annual performance review of Section employees and submit such to direct supervisor for approval
• Create a learning environment by openly discussing best practices and lessons learned
• Participate in the identification of training and development initiatives for all Section employees.

Requirements:

Education & Qualifications
• Bachelor’s Degree or higher level qualification in related discipline from recognized university.
• Membership of Professional body with relevant experience

Experience
• Up to 19 years of cumulative experience in a relevant field (Master’s degree)
• Up to 20 years of cumulative experience in a relevant field (Bachelor’s degree)
