Job Description:

Background:
OQGN operates multiple gas stations, where employees perform tasks at height using cat ladders, platforms, building rooftops, scaffolding, and other elevated structures, as well as eliminate working at height. Additional, access to facilities by walkways were also identified as a gap. This initiative will be to address and ensure the safety and compliance of these operations. We seek to engage an experienced consultant to comprehensively assess current work at height safeguards and provide strategic recommendations for improvements in alignment with best practices and OSHA standards.

Objectives:
• The primary objectives of this consultancy are to:
• Evaluate the existing safeguards for work at height activities at all OQGN gas stations.
• Identify potential hazards and associated risks with working at height.
• Provide actionable recommendations to enhance safety measures.
• Ensure sufficient access to facilities by demarcated walkways.
• Eliminate the requirement for working at height by redesigning of windsock fixtures.
• Ensure compliance with relevant local, national, and industry-specific safety regulations and standards, including OSHA regulations.

Scope of Work:
• The consultant will be responsible for the following tasks:
• Initial Assessment:
• Review existing documentation, safety protocols, and equipment related to working at height, specifically focusing on cat ladders, protection rails, platforms, building rooftops, and scaffolding.
• Determining which frequent activities can be eliminated through redesign, and implement solutions (e.g., windsock fixtures).
• Determine where walkways will be required, and design it accordingly.
• Conduct site visits to all company stations (Gas Supply Stations and Compressor Stations) in eight locations (Muscat, Fahud, Nimr, Sur, Central, Salalah, Duqm and Sohar) to observe current practices and conditions, inspect safety equipment, and interview staff.
• Assessment for OQGN Assets structure listed in Attachment-1.

Hazard Identification and Risk Assessment:
• Identify and document potential hazards and risks associated with work at height.
• Assess the effectiveness of current safety measures and requirements for personal protective equipment (PPE) related to working at height (Safety Harnesses).
• Evaluate the structural integrity and safety features of ladders, platforms, rooftops, scaffolding, etc.
• Identify which activities can be redesigned to eliminate working at height (e.g., windsocks, maintenance on buildings with no rail protection, etc.).
• Determine where permanent lifelines will be required to ensure the safety of personnel accessing these areas.
• Identify where walkways will be required to avoid tripping hazards.

Compliance Review:
• Conduct a thorough review of compliance with OSHA standards (e.g., 29 CFR 1910 Subpart D - Walking-Working Surfaces, 29 CFR 1926 Subpart L - Scaffolds) and other relevant local, national, and industry-specific safety regulations.
• Identify gaps in compliance and recommend measures to address these deficiencies.

Recommendations for Improvement:
• Develop a comprehensive report detailing the assessments' findings, including identified hazards, compliance gaps, and risk levels.
• Provide detailed, actionable recommendations to mitigate identified risks and enhance safety measures.
• Suggest improvements in safety protocols, safeguarding, training programs, and PPE usage, in accordance with OSHA standards and industry best practices.
• Develop the scope of work for the company's maintenance contractor to execute detailed engineering, procurement of materials and construction of the safety enhancement measures and recommendations.

Deliverables:
• The consultant is expected to deliver the following:
• An initial report summarizing the findings from the assessments within 4 weeks of commencement.
• A detailed final report including all identified risks, compliance gaps, and recommendations for improvement within 10 weeks of commencement.
• A presentation summarizing the final report and recommendations to the management team.
• Working at Height Procedure.
• Ongoing implementation support and follow-up assessments as required throughout the remaining period.
• Develop a scope of work for engineering, procurement, and construction for working at height, walkways and windsocks by proposed safety enhancements and recommend implementation.

Requirements:

Qualifications:
• Extensive experience in occupational safety and health, particularly in the gas or similar industrial sectors.
• Expertise in safety regulations and best practices related to work at height, including OSHA standards and other industry standards.
• Strong analytical skills and experience in conducting thorough site assessments.
• Excellent report-writing and presentation skills.

Submission Requirements:
• A detailed proposal outlining their approach to the project, including methodology and timeline.
• A summary of relevant experience and qualifications.
• References from previous clients in similar projects.
Minimum requirements:
• Responsible for identifying and advising the requirement of management system against existing or planned documents, measured against international best practices.
• Must hold critical skills to ensure the integration of existing practices and standards into procedures is reflected to provide the required support.
• Shall be responsible for monitoring the business that the highest risks are covered through procedural aspects, and that initiatives are implemented to mitigate occurrence, through the design and roll-out of training packages for employees, contractors, and key stakeholders.
• Must assist company in redefining key strategies, HSE objectives and focus areas. Redefining of these key areas will be facilitated through the analysis of risk approaches, incident trends, investigation results, management reviews and HSSE studies which ultimately will contribute to the healthiness of the
