About the Job

- Overall responsibility of Management of Technical Changes (MOC) process in all the ADNOC Refining Operating sites from the concept approval to the final closure including documentation update.
- Work as the custodian of ADNOC Refining Management of Technical Changes (MOC) process in all the ADNOC Refining Operating sites from the concept approval to the final closure including documentation update.
- Perform the roles of MOC Coordinator/Focal point for the MOC Committees of all the sites and provide regular Management update.
- Regular coordination with all disciplines during all stages of the MOC for timely compliance to all target dates of each stage.
- Identify any gaps and provide suitable resolution for the same. Ensure quality assurance of the MOC process in all the stages, facilitate MOC audit compliance.
- Develop estimated cost of proposed change for enabling MOC screening as per ADNOC Standards

Key Responsibility

- Work as the custodian of ADNOC Refining Management of Technical Changes (MOC) process in all the ADNOC Refining Operating sites from the concept approval to the final closure including documentation update.
- Ensure that all the MOC project activities are carried out as per Company latest DGS/AGES.
- Coordinate for the implementation of MOC procedures in coordination with RSI or In House execution.
- Update Management and Refinery site department on MOC status by providing weekly/Monthly status reports.
- Regular follow-up with all stakeholders and reporting to Management, including feedback on temporary MOCs status.
- Identification of gaps in the MOC implementation stages, and resolving the same, including e-MOC/one ERP issues.
- Update all legacy minor Projects & MOCs document changes to As-Built status and update smart Plant applications
- Ensure the overall quality assurance of MOC process and associated documentation in ADNOC Refining in Select, Define & Execute Stages.
- Ensure MOC Process as per workflow in SAP System and act as first line of support to all end-users and ensure compliance to the MOC process across the complete organization.
- Set up MOC Committee for all sites and perform roles of MOC Coordinator/MOC Focal point.
- Develop estimated cost of proposed change for enabling MOC screening as per ADNOC Standards.
- Prioritize MOCs for Improvement Value and ease of implementation as per ADNOC Standards.
- Ensure HIRA Studies completed as identified in HSEIA Screening Form
- Facilitate MOC Compliance Audits - External by ADNOC & Internal by IAD/ HSE Division and Post Implementation Review by in-house team.

Requirements:

- Bachelor's Degree in Chemical or Mechanical Engineering or equivalent.
- 8 years of experience in Refinery /Projects Management with at least 4 years' experience in Management of Technical changes, preferably in the Oil and Gas industry. Skills:
- Excellent knowledge of the Oil and Gas Industry or Petrochemical Industry in Gulf region.
- A broad technical knowledge base, coupled with multi-disciplinary depth of skills in all aspects of Project Management, coordination, Engineering and Refinery units operation.
- Fully conversant with HSE Management System related to Management of Technical Changes.
- Multidisciplinary technical skills to judiciously handle the entire workflow of Management of Technical changes.
- Experience in Management of Technical Changes (MOC) in Operating plants.
- Excellent communication, interpersonal, team building and leadership skills.
- Good working knowledge of relevant computer applications, OneERP
