JOB DESCRIPTION / ROLE

Employment: Full Time

The job holder is responsible for leading the development of the organisation's masterplan, championing construction planning, execution and monitoring activities, and supervising the establishment of operations and maintenance functions in order to ensure the development within set timeline, budget and quality standards.

The client is a real estate public development entity which is one of Riyadh's four major projects under vision 2030.

Description

Functional Accountabilities:

* Review and approve overall master planning ensuring alignment with the organisation's strategy, aspirations, potential opportunities, and departmental needs.
* Recommend needed updates and improvements to masterplans and liaise with development authorities and internal/ external parties.
* Provide expert advice when developing and implementing HSE policies, procedures, and standards in order to align with national and international requirements.
* Review and validate procurement and development contracts strategic objectives and programs in order to align with the company's overarching strategy and objectives.
* Ensure the development of detailed master plan for each project with phasing plan and plot packages to initiate design development stage.
* Validate project plan including timeline, milestones, budget, schedule, and project deliverables for tracking purposes.
* Lead the identification and development of commercial opportunities for venues and assets and aim to maximize return of investments.
* Approve bid evaluation results for selected vendor/contractor ensuring optimal selection and alignment with pre-set standards.
* Ensure logistics and purchasing needs are well handled to guarantee a successful execution of project within budget and timeline.
* Solve identified issues in project delivery such as delays, budget deviations, and noncompliance in order to drive project progress and maintain pre-set plan and schedule.
* Identify variation orders with significant impact on project, lead negotiations with contractors to resolve them and ensure all changes are reflected in contracts, budget, and timeline.

Managerial Accountabilities:

* As a member of the executive management, actively contribute to the development and refinement of overall vision, strategy, and objectives, and contribute to the overall process of corporate management and decision making to ensure the organisation maximizes its short, medium, and long-term goals.
* Lead the translation of overarching strategy into a functional strategy, business plan and targets and drive the monitoring of the performance to support the achievement of strategic objectives.
* Direct the preparation and consolidation of the functional budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues; areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon.
* Provide strategic direction for the development and implementation of functional policies, procedures, and controls in order to ensure that activities are conducted in line with relevant laws regulations while delivering a quality, cost-effective service in a consistent manner.
* Present regular and ad-hoc management reports to the leadership, provide recommendations to the CEO on new opportunities, highlight critical issues and challenges, and provide strategic insights to ensure effective decision-making.
* Provide overall direction for the effective achievement of functional objectives through effective leadership and by setting individual objectives, managing performance, developing, and motivating team and providing guidance in order to maximize performance, and improve operational excellence and productivity.

Requirements:
* Bachelor's degree in Engineering, Construction Management, or in any related field (Master's Degree Preferred).
* Minimum of 15 years of relevant experience with 8 years in a managerial role.
