JOB DESCRIPTION / ROLE

Employment: Full Time

The Health, Safety & Environment (HSE) Engineer is a key member of the supervision services team. This role involves reviewing contractors’ HSE plans and ensuring their adherence to local regulations and client requirements. The HSE Engineer conducts regular audits and inspections to ensure that contractors and subcontractors comply with approved HSE plans, safeguarding labor and property on site. The jobholder contributes to the preparation of periodic HSE performance reports, highlighting key non-conformances and proposing corrective action plans in coordination with the contractors’ HSE teams.

Responsibilities
• Review and comment on the contractors’ HSE plans and ensure compliance of plans with local codes and regulations
• Review and comment on the risk assessment and analysis chapter in the Contractor’s method statement submittals
• Implement HSE policies and procedures on site, in coordination with the contractor and his HSE representative
• Conduct HSE audits on site in accordance with corporate policies and procedures
• Ensure that all site safety instructions are carried out before the start of new work and on the arrival of new staff
• Monitor HSE activities and practices on site and record all safety defects relating to safety working practices in the area where the work is being carried out.
• Prepare periodic HSE performance reports, highlighting HSE issues on site and recommending HSE initiatives and mitigation measures to address non-compliance patterns
• Carry out accident and incident investigations on site
• Provide input to the Planning Engineer for the development of project progress reports, as needed
• Cooperate with HSE audits conducted by the Quality & HSE Section on the project site, as per corporate policies and procedures
• Set up and maintain a comprehensive filing system and maintain records of all HSE meetings, safety inspections, the HSE section of the monthly report, and other safety related matters

Requirements:

• Bachelor’s Degree in Engineering
• Certification in HSE is preferred
• 5+ years of experience in an HSE function on construction / construction supervision projects
• Previous experience in infrastructure projects focused on bridges and roads is essential
• Experience with HSE audit activities and the resolution of HSE non-conformances on construction sites
• Knowledge of construction supervision services and HSE best practices
• Understanding of local HSE regulations
• Strong attention to detail
• Good communication and presentation skills
• Good interpersonal skills
• Proficiency in spoken and written English and Arabic
