Information Manager - Doha, Qatar

CH2M HILL has been retained as the programme management consultant (PMC) for the Qatar Public Works Authority Inner Doha Resewerage Strategy Implementation (IDRIS) Programme. IDRIS is one of the PWAs flagship drainage project. The components of IDRIS include:
- New interceptor sewers of approximately 65km
- Approximately 45km of new main tunnel deep trunk sewer
- Terminal tunnel pump station, 65 meters deep
- New Doha South Sewage Treatment Works, with an initial capacity of 500MLD
- Treated sewage effluent return pipelines, approximately 75km; and
- Decommissioning of circa 35 existing pump stations

We are seeking an experienced Information Manager to join our IDRIS Programme Management team in a full time long term position in the IDRIS Programme office, based in Westbay Doha.

The successful candidate will be responsible to the Commercial Manager for the overall management and use of all types of information, structured and unstructured, whether produced internally or externally and to manage all aspects of document control and security and serve as a hands on administrator for Project SharePoint Server Farms and Site environments and taking care of MS SQL database administration. This position will work with a wide variety of stakeholders, providing excellent customer service, and taking initiative to resolve problems that may arise

The Information Managers duties will include the following:
- Management of document controls and administrative staff and activities.
- Control document security and confidentiality in both hard copy and electronic formats.
- Support procurement activities including tender evaluation systems.
- Manage and maintain business systems including access control.
- Develop processes and procedures.
- Monitor and report on Programme activities.
- Maintains and communicates the organisation's strategy for managing information, and the policies, standards, procedures and methods necessary to implement the strategy.
- Based on an understanding of the information, both internal and external, that can be mined from business systems and elsewhere, takes responsibility for planning effective information storage, sharing and publishing within the organisation.
- Ensures that the business processes and information required to support the organisation are accurately modelled and devises appropriate standards, processes and data architectures.
- Carries out assignments, often leading a team, into the analysis of issues requiring a comprehensive and detailed knowledge of the organisation's processes and supporting information requirements.
- Maintains detailed awareness of, and takes fully into account as necessary, any relevant statutory, internal, or external regulations, standards, and codes of good practice such as those relating to security, quality, data protection, audit etc. Capable of contributing to the definition of such regulations standards and codes.
- Reviews new business proposals and provides specialist advice on information management, including advice on and promotion of collaborative working and assessment and management of information-related risk.
- Reviews compliance to information security policies and standards, configuration assessment, adherence to legal and regulatory requirements, and recommends appropriate action.
- Works closely with technical teams to identify short-term enhancements and long-term roadmaps.
- Monitor and administrate SQL database deployments, make available business data for reporting purposes.
- Development of professional quality reports.
- Deliver excellent user experience by developing bespoke InfoPath forms and workflows.
- Develop advanced business workflows as required.
- Hands on development and Integration of third party web parts.
- Develop and deliver administrative and user training exercises.
- Analyze and provide networking efficiency solutions.
- Provide administration of Active Directory groups and users.
- Conduct migration of mid to large SharePoint Farms where upgrading is necessary.
- Carry out Integration with other business systems deployed where necessary.
- File Server Management.
- Provide other Programme support as requested.

Requirements:

- A relevant technical degree is desirable or equivalent in the IT or related Business Management fields or equivalent work experience
- 10+ years of intensive experience in the analysis, design, implementation, and support of large complex applications/ business systems
- Extensive expert experience with SharePoint, Windows SharePoint Services/ Foundation, SharePoint Web Part Development and deployment
- Development and implementation of advanced InfoPath forms and Workflows
- SharePoint Designer experience
- An understanding of virtualization and its impact on proposed solutions
- Microsoft Silverlight development preferred
- Java and HTML experience preferred
- Advanced spoken and written English language
